MI police under fire for treatment of 11-year-old girl

The most recent incident happened December 6 on the northwest side of Grand Rapids, according to Grand Rapids NBC affiliate WOOD.

The Grand Rapids Police Department said officers were searching the area for an armed stabbing suspect, 41-year-old Carrie Sue Manning, who they thought may have been in the home.

According to the GRPD, officers were looking for a suspect who was involved in an attempted murder on December 6.

The officers asked the two women and Honestie to approach separately, then handcuffed and questioned them all.

The girl told WOOD-TV the incident left her scared.

Honestie's mother, Whitney Hodges, said she tried to explain to the police that Honestie had done nothing wrong.

Officers determined that the suspect had fled the scene, and their investigation led them to another house on the west-side of Grand Rapids.

On body camera video played by chief David Rahinsky at the press conference, an officer can be seen telling the child to walk backwards toward him as he holds up a gun.

Her mom, Whitney Hodges, said that the police ordered Honestie to keep her hands up and walk backward before they put her in handcuffs and put her in the back of a police auto.

Honesti was then placed in the police cruiser for about 10 minutes. The officers had their weapons drawn and pointed at the frightened child and ordered her to turn around and walk slowly towards them.

Police likewise issued an announcement Monday saying they confined the ladies and the young lady since officers hadn't decided whether they were suspects. During the exchange, she begins hysterically screaming.

"This goes well beyond stolen guns", said Grand Rapids Police Lt. Kristen Rogers.

An internal investigation was launched the day after the incident following a complaint from Honesti's family. Then after slapping on some handcuffs, she said they patted her down and they took her to the waiting squad auto.

Grand Rapids Mayor Rosalynn Bliss said at a city commission meeting that she found the video "deeply, deeply disturbing".

Rahinsky said discretion in light of the girl's age should have trumped what the officer may have considered "practice and protocol" in the circumstance. "We've got work to do as a profession, we've got work to do as an agency and we've got hard discussions to have as a community", Rahinsky said.

"We can't have any more of our children losing their innocence and being traumatized by situations like this", Niemeyer said.
