Mr. Kanagaratnam, who was 37 when he is believed to have been killed, did not have direct family in Canada and had not been reported missing, Det.

Sergeant Idsinga said that the John Doe in the photo was eventually identified as Kanagaratnam with the help of an unspecified global government agency. "Whoever comes over as a refugee - we just expect to save our lives and he has lost his life and that's what I can say".

The heavily edited image showing a bearded man who appeared to be dead was shared with the public as a "last resort", Idsinga said, adding it prompted hundreds of tips to pour in to police. Within days, they announced they had made an ID.

His remains were identified as one of at least 7 dismembered bodies found in plant pots on a midtown Toronto property linked to McArthur.

"This does create basically a wide-open net", Idsinga said at a news conference. Police had previously identified the remains of six other victims in those planters.

Kayhan's remains have not yet been found.

An external review to be launched later this month will look into the way in which Toronto police investigated the missing men reports. It's unknown whether he will be facing further charges, but investigators are looking into murders and disappearances going back as far as 1975. The probe was closed after yielding neither suspects nor leads on what happened to the men.

In an interview from Paris, France, Kanagaratnam's surviving brother told CTV News that the family had assumed the refugee had become withdrawn, depressed about the war in Sri Lanka.
