It shipped out nearly 3 million barrels per day (bpd) of crude in September, equivalent to around 3 percent of global demand. On November 5th, the United States will resume sanctions against Iran's energy-related financial transactions.

"In his new capacity Seagal is expected to promote the development and implementation of various projects of bilateral cooperation in the fields of culture, art, science, education, sports, public and youth exchanges, participate in relevant events on Russian territory and overseas and maintain contacts with USA partners", it said in a statement. The Russian Foreign Ministry has appointed actor Steven Seagal as a special representative to improve U.S. 66-year-old actor has starred in 56 movies.

In 2013, BuzzFeed reported that Putin suggested to President Barack Obama that Seagal serve as an honorary envoy of Russian Federation to help improve relations between the two countries. "Despite the unfortunate propaganda going on I remain fully committed to working tirelessly towards this end and I am tremendously grateful for this opportunity", Seagal also told TASS.

Seagal, who is reportedly friends with Russian President Vladimir Putin, will not be paid for the position, according to the post.

Seagal has also befriended other Eastern European leaders not exactly in the West's good books.

Apart from having been granted Russian citizenship, Seagal has been granted Serbian citizenship.
