Virginia Governor Ralph Northam declared a state of emergency for Virginia over the weekend, and on Monday he requested federal assistance and ordered mandatory evacuations of residents of Zone A, Virginia's low-lying coastal areas in Hampton Roads and the Eastern Shore.

Forecasters said Wednesday that Florence's wind field is expanding, making it a large, stable hurricane with a clearly defined eye at its center. A risky storm surge will come before the massive storm makes landfall late Friday or early Saturday. Tropical Storm Isaac was expected to pass south of Puerto Rico, Haiti, the Dominican Republic and Cuba, while Hurricane Helene was moving northward away from land.

Jeff Byard of the Federal Emergency Management Agency said it was imperative locals heed the evacuation warnings.

"They say it's about as big as they've seen coming to this country and certainly to the East Coast as they've ever seen".

Even with some weakening that's predicted just before it makes landfall, the storm "is expected to remain a unsafe major hurricane as it approaches the coastline", the hurricane center said.
