Florence is lashing the state with "heavy rainbands with tropical-storm-force winds spreading across the Outer Banks and Coastal Southeastern North Carolina", the briefing said.
The Meteorological Service Jamaica says the next three days will be rainy across the island due to associated weather from Tropical Depression Isaac.
The centre of Isaac passed between Martinique and Dominica with maximum sustained winds of about 45 miles per hour. On Thursday morning, South 17th Street, usually teeming with commuter traffic by 6:30 a.m., was almost devoid of cars.
Isaac is expected to reach the islands, which remain under a tropical storm warning, by Thursday afternoon and cross the Caribbean through Saturday.
Tropical storm watches were in effect Tuesday for Antigua, Montserrat and St. Kitts and Nevis.
